The Stars and Stripes are raised over a burnt-out family home offering hope and courage to the devastated community of Breezy Point where residents today begin a massive clear-up operation in the wake of superstorm Sandy.
The flag was discovered buried in the rubble by a teenage girl whose family home was among 111 destroyed by a huge fire which ripped unchecked through a residential area in the Queens neighbourhood.
Volunteer firefighters were left helpless after the blaze broke out at around 8:15 p.m on Monday, as the widespread flooding meant they had no way of getting to the affected area.

With the fire station itself flooded, the volunteers were forced to patrol the streets in boats and kayaks saving those residents who had refused to heed the warnings and leave their homes.
Firefighters did not arrive until three hours later. They pumped floodwater straight onto the homes to douse the flames, but by that time a huge amount of damage had been done.
Jacqueline Lacovara, 16, who discovered the flag in the rubble, told the New York Post: 'We were all in shock. How could that survive? When I saw it, I knew that everyone would be able to get through this and rebuild.'
Yesterday Governor Cuomo visited the community to offer his support, pledging that all the homes would be rebuilt and that Breezy Point would rise again from the rubble.
He said: 'We’re not just going to rebuild this community — we’re going to build it up better than ever before.
'As dark and gloomy as it looks right now, we invite you all back. Come back in about a year and you’re going to see a better community than was here in the first place.'

Local residents were carried to the remains of their homes on the back of  NYPD flatbed trucks. Many could be seen picking through the burnt out debris trying to salvage whatever little they could. Others hugged each other for comfort, clearly shocked by the extent of the damage.
'We’re going to rebuild,' Lucille Dwyer, 64, who had lived in her house for 23 years with her husband and son, told the Post. 'You can’t replace everything — all the sentimental things.

'I had photos of my son when he was a baby. I had my mother’s dining-room set that was 70 years old.'
The massive blaze was sparked by a downed power line and was not brought under control until daybreak on Tuesday.

Many of the residents refused to participate in the mandatory evacuation that Mayor Bloomberg ordered before the storm hit, claiming that they could handle whatever Hurricane Sandy had for them.
Their thinking was based on experience: the hype before Hurricane Irene caused only some flood damage, and when the area was hit with a freak tornado just months ago, it came out remarkably unscathed.
That wasn’t the case this time, however, as the area now looks like a deserted warzone.
Firefighters waded into rushing floodwaters and scaled walls to perform dramatic rescues of dozens of trapped residents of the neighborhood at the tip of the Rockaway peninsula.

Firefighters said 25 people were stuck in one burning building and had to be rescued by boat because the water was chest deep.
Firefighter Michael Parrella told the New York Times that the area was ‘probably the most flooded part of the city.’
Tropical storm-force winds whipped the small blaze into a frenzy, and it engulfed house after house. Initial reports late on Monday said 25 homes were on fire. Then the toll rose to 50. Then 80.
The final estimate is 111 houses leveled, most of them reduced to smoldering ash.

‘It looked like a forest fire out in the Midwest,’ Mayor Bloomberg told the New York Daily News. ‘The winds were just devastating blowing from one building to the next one. We are hoping and praying that there was no loss of life in those fires.’
One firefighter was injured and two residents were hospitalized, but no deaths have been reported.
Some took advantage of the chaos, with men arrested on burglary charges after they struck a Radio Shack in Rockaway Beach yesterday.
The six-alarm fire - a rating system indicating it is dangerously serious - was whipped into a frenzy by wild winds. 
‘The Rockaways are devastated,' wrote Twitter user @KevinNeafsey. 'I can't believe the place that I grew up in looks like this after today, it's so incredibly sad.'
Tracie Strahan tweeted: 'We're on a submerged, powerless street in the Rockaways. I can't imagine how hard it is for @FDNY New York Fire Department to get to fires in the area this AM.'
NYC Arecs (Amateur Radio Emergency Communications Service) said that police in the 100th Precinct station house in the area were trapped on the building’s second floor.
‘What we have seen here is absolutely devastating,’ said ABC News producer Jim DeBreuil.
At Rockaway Park, a crew of Fire Department of New York special operations firefighters found themselves stranded on the last dry ground in the neighborhood.
They took a small boat into the heart of the fire and carried 30 people to safety.

A millionaire former public school boy is to stand trial in Australia for the alleged rape of a young woman on Bondi Beach.
Entrepreneur Greg Cox, 32, is accused of sexually assaulting a 21-year-old woman from Bermuda at a fashionable bar on the beach in January.
Cox, from Battersea, South London, has never denied having sex with the woman but always insisted it was consensual.
Appearing in court in September, his lawyers unsuccessfully applied for an injunction in a bid to keep his name out of the media on account of his privileged background and successful career.
They argued that the fact that he comes from a well-known family and attended an elite boarding school - Millfield near Glastonbury, Somerset - coupled with his high standing in the British business community, he would suffer 'undue embarrassment' as a result of the charges.
At today's committal hearing, convened to decide whether there is enough evidence to take the case to trial, Mr Cox's barrister, Graham Turnbull, said there were 'inconsistencies' in versions of events his alleged victim had given to police.
He claimed that, under cross-examination her allegations would unravel and there was a reasonable chance the charge against Mr Cox would be dismissed.
Nevertheless, Magistrate Greg Walsh ruled the 'Crown case is not without strength' and Mr Cox's chance of a fair trial would not be prejudiced.

He is said to have met the woman he is accused of raping at the Bucket List nightclub close to Bondi.
The assault is alleged to have occurred on January 22 between 11.10pm and 11.30pm. Cox has denied the allegations against him.
According to Sydney’s Sunday Telegraph, Cox has been staying at a luxury beachside apartment in the suburb of Bronte, a few miles from Bondi.
He is said to have been snorkelling at Hamilton Island, off the Queensland Coast, and attended a surfing event in the Sydney suburb of Manly.
His lawyers today made an application to amend his bail conditions to allow him to return to Britain to look after his business interests.
But the magistrate ruled that it would be a matter for the District Court to decide if Mr Cox should be allowed to return home before the trial, which is unlikely to be held before May.
On the Quintessential company’s website, he is described as an entrepreneur with more than 12 years’ experience running his own company ‘from start-up to £40million turnover’.
It said Cox and a colleague were in Sydney to attend a digital marketing conference being held at Darling Harbour last January.
His goals, Cox says on a personal website page, are 'very simple – be the best at what I do'.
He also has a London-based company called Cloud9 Media.
His Quintessential Finance company lays heavy emphasis on socialising with its business partners, issuing invitations to a party in Las Vegas and posting tweets in anticipation of a night out in New York.

Boko Haram: Senator under investigation sues Defence Minister, AGF

The Senator representing Borno Central Senatorial Zone, Ahmed Zanna on Wednesday filed a N5 billion suit against the Minister of Defence, the Attorney General of the Federation and the Spokesman of the military Joint Task Force (JTF), Lt. Col. Sagir Musa for alleged libel and mental trauma when the JTF claimed that a Boko Haram Commander, Shuaibu Mohammed Bama was arrested at his residence in Maiduguri.

Mr Zanna, who is still being investigated by the State Security Service (SSS), deposed to a 19-point affidavit in support of the action in which he insisted that the arrested Boko Haram Commander was not arrested in his house.
In the Writ of Summons filed by his counsel, Gbenga Olagundoye, the Senator is “claiming N5billion jointly and severally against the defendants for libel.”
The writ reads: “On or about the 19th of October 201, the 4th Defendant (Lt.Col. Sagir Musa) acting at all material time in the normal course of his duties as spokesperson of the Joint Task Force at a press conference attended by numerous representatives of the print and electronic media (both local and foreign) maliciously issued a written press statement which was distributed and disseminated to journalists and members of the public following defamatory words concerning the Plaintiff which the defendants knew to be false.
“I am aware of the facts stated above because my attention was drawn to the publication of the press statement in all newspapers, television and radio stations as well as the internet. I read the report in the newspapers and on the internet, viewed the report on all the television stations in Nigeria and listened to the same report on all the radio broadcast on the issue in Nigeria
“Judging from the volume of phone calls and text messages that myself, my aides, my relatives, friends and well-wishers received on the issues, I sincerely believed that practically every Nigerian read the report of the press statement issued by the 4th Defendant
“That the words referred and were understood to refer to me by the following particulars:

Akwa Ibom deputy governor resigns

The Akwa Ibom State Deputy Governor, Nsima Ekere has resigned for “personal reasons.”
His terse letter of resignation sent to the state governor, Godswill Akpabio reads: “Pursuant to Section 306 (5) of the 1999 Constitution of the Federal Republic of Nigeria (as amended), I kindly notify you of my resignation from the Office of the Deputy Governor of Akwa Ibom State forthwith on personal grounds.
“I want to thank you immensely for the opportunity to serve Akwa Ibom State and the good people of the state as well in the remaining years of your administration.”

A statement signed by his Chief Press Secretary, Inemesit Ina, confirmed the resignation, but refused to go beyond the lines in the letter.
Mr Ekere was one of the 47 aspirants who indicated interest in contesting the Akwa Ibom State governorship election in 2007. He stepped down in support of Mr Akpabio and thus boosted his political standing. He was thus tipped as the running mate, but, on the intervention of party elders, shelved his ambition.
He was replaced by Patrick Ekpotu, a loyalist of Governor Attah, in a bid for reconciliation ahead of the 2007 election. But, Ekpotu was dropped last year and replaced by Mr Ekere, in what was described as a reward for loyalty.

Amnesty International accuses army of abuses in Boko Haram crackdown

A human rights group, Amnesty International on Wednesday accused the Nigerian security forces of widespread abuses in their campaign against the Islamist militant group Boko Haram.
The group in a report listed the abuses to include extrajudicial killings, enforced disappearance and torture, reports the BBC.
A spokesman from the Nigerian army rejected the accusations, saying soldiers always operate within the law.
Boko Haram campaigns for an Islamic state and has been blamed for the deaths of hundreds of people this year.
It has carried out frequent attacks in northern and central Nigeria since 2009.
In its report, Amnesty International blamed Boko Haram for widespread atrocities, including murder, burning down churches and schools, and attacks against the media.
But it said a heavy-handed response by the security forces had only fuelled further violence.
“The cycle of attack and counter-attack has been marked by unlawful violence on both sides, with devastating consequences for the human rights of those trapped in the middle,” said the group’s Secretary General, Salil Shetty.
“People are living in a climate of fear and insecurity, vulnerable to attack from Boko Haram and facing human rights violations at the hands of the very state security forces which should be protecting them.”
Reports of people being shot dead by the army or beaten to death in detention were particularly common in the north-east of the country, Amnesty said.
In response, Nigerian army spokesman, Col SK Usman told the BBC that soldiers were professional and properly trained.
“There is no Nigerian soldier that goes out on the streets to just kill innocent Nigerians,” he said.
“So whatever we do we always make sure it is done within the ambit of the law.”
Amnesty’s report documents what it calls an “increasing climate of fear” in which people are too scared to report crimes and journalists do not dare to cover them.
It calls on Nigeria’s government to clarify the truth about incidents linked to Boko Haram, establish accountability for abuses and bring those responsible to justice.

Niger Delta: Pirates free seven kidnapped expatriate

Pirates have released seven sailors – six Russians and an Estonian – seized after an attack on a ship operated by French firm Bourbon SA off the coast of Nigeria, Russia’s Foreign Ministry said on Thursday.
A ministry statement said the freed crew, who were kidnapped on October 15, were “feeling well” and would soon be flown home, but gave no details on how the sailors’ release was secured.
After the abduction of the sailors from the vessel, the Liberty Bourbon 249, another nine crew members remained on-board and maintained course toward the Nigerian port of Onne.
The Bourbon is an anchor-handling vessel of the kind used to help supply oil rigs and tow them to a drilling site. The French firm supplies vessels in Nigeria’s offshore oil industry.
Pirate attacks are on the rise in Africa’s Gulf of Guinea, which is second only to the waters around Somalia for piracy.
Usually boats are attacked in order to steal their cargo, after which the crew is normally freed. But kidnapping has also become a big criminal enterprise in the waters around the Niger Delta region.

Fashola presents N497 billion 2013 Budget

The Lagos State governor, Babatunde Fashola on Wednesday presented a budget of N497.277 billion to the State House of Assembly for approval for the 2013 fiscal year.

The budget is N5.477 billion higher than the N491.8 billion budgeted for 2012.
The budget has a capital expenditure of N268.364 billion and a recurrent expenditure of N228.913 billion.
While presenting the budget, Mr Fashola said the Capital to Recurrent ratio of the budget stood at 54:46 as against 53:47 in 2012, adding that the proposed deficit financing requirement is N40.537 billion which is 0.3% of the State’s Gross Domestic Product, GDP compared to 1.19% in year 2012.
The components of the total overhead cost of N139.173 billion are: Overhead Cost, N66.992 billion; Dedication Expenditure, N21.753 billion; Subvention, N31.892 billion; Debt Charge (External), N0.609 billion; Debt Charges (Internal), N15.938 billion and Debt Charge (Bond), N1.989 billion.
The Capital Receipts of the budget is estimated at N22.912 billion made up of: Grants, N3 billion; Investment Income, N0.332 billion and other Capital Receipts, N19.580 billion.
Capital expenditure of N268.364 billion consists of: Core Capital, N237.209 billion; Capital Development (Dedicated), N19.580 billion; Grants, N3 billion; Counterpart Funding, N2.5 billion; Special Expenditure, N5 billion; Risk Retention Fund, N0.075 billion and Contingency Reserve, N1 billion.
On the sectoral breakdown, the budget shows that Economic Affairs received the lion share of N156.273 billion, followed by General Public Service, N114.076 billion; Education, N64.343 billion; Housing and Community Amenities, N46.149 billion and Health, N42.498 billion.
Others are: Public Order and Safety, N18.799 billion; Environmental Protection, N44.131 billion; Recreation, Culture and Religion, N5.749 billion; Social Protection, N3.259 billion and Contingency, N2 billion.
Mr Fashola said he regretted the Kuramo disaster which led to the loss of lives on 17 August, 2012, adding that the ocean surge also affected Goshen Beach Estate, Oniru Estate and Alpha Beach.
“Some have credited our survival to luck. I do not. I believe we must acknowledge the vision and industry of men and officers in the Ministry of the Environment and the Ministry of Waterfront Infrastructure Development, who have faithfully implemented the protection wall project at the Eko-Atlantic Beach Project which helped us resist the tragedy that might have befallen us as waves that were as high as 7 metres buffeted the coast of Lagos.
“The vigorous expansion of drainage channels across Lagos and in particular on the Lekki axis helped us to channel the water from the sea into the natural drainage that the Lagos lagoon provides, through the constructed drainage channels in a way that minimised the impact of the storm.
“Our hearts reach out to other states who have also been afflicted with flooding, and we acknowledge the receipt of N400m given to us by the Federal Government which categorized us a Category B Risk State, although we view our risk and problems differently,” he said.
On the performance of students from Lagos in WASCE, Fashola said there had been remarkable improvement, saying “we are now in the top 10 in the country for WASCE result performance. This is a huge leap from 19% average pass in 2011.
“While we are confident on improving, much work remains to be done in that sector and we are focused and committed. Our technical colleges have started producing graduates with skills that you the employers will be proud of.
“Our students are holding their own and competing successfully in quiz programmes, debates and sports and I am enthused by the work of the ministry and all our education personnel especially the teachers.”

Sorry, we are not from Africa – Williams sisters

For many African-American celebrities, visiting Africa satisfies a yearning to return to their distant ancestral homeland. Not so for tennis player Serena Williams.
“I’d love to say I’m from Africa, but we’re from the United States and we’re proud to be from there as well,” she told newsmen in Lagos on Wednesday, after a Nigerian reporter asked if perhaps she was originally from Nigeria.
“But my Mom named my sister (Venus) after an African name,” she hastily added.
The Williams sisters and their mother are in Nigeria this week to promote women’s tennis and empowerment of women on the continent.
For Venus, it is her first time in Africa.
Taking their own successes in women’s tennis, a sport which before them was dominated by white players, the sisters want to inspire women in the African continent to take up the sport and, more generally, to pursue their dreams despite whatever odds they face in male dominated societies.
“We were able to break the mould and win a lot of grand slams and change the face of tennis … when tennis was very dominated by white people,” 31-year-old Serena said three days after beating rival Maria Sharapova in the final of the WTA Championships in Istanbul.
“It doesn’t matter what your background is and where you come from, if you have dreams and goals, that’s all that matters,” she added.
The sisters later conducted tennis classes with some children at a Lagos sports club.
On Thursday [today], they will visit a school to discuss empowerment of girls then on Friday they will play an exhibition match against each other.
“We’re very excited to be playing tennis here,” Venus said.
“Of all the finals everywhere … this will be our final here in Nigeria.
“I don’t know who’s going to win but Serena just won the championship so I know she’s ready. I’ll have to play my best tennis.”
Inspiring young people
Earlier on the Williams sisters had paid a courtesy visit to the Lagos State governor, Babatunde Fashola at Lagos House, Marina.
During the visit, Mr Fashola expressed hope that the visit of the award winning lawn tennis players would be a monumental turning point in inspiring young people to pursue their dreams the way the Williams sisters have done.
The governor said the Williams sisters have been a source of inspiration to many people for different things that they represent not just in terms of sports but also charity work they engage in and the image they cut.
He said there is a lot of work to be done in Nigeria with young people such as getting them back on track and providing opportunities to them.
He added that many people might not have realized how large a followership the Williams enjoy in Nigeria until the news broke on Tuesday night that they would be coming to Lagos because he received lots of enquiries and text messages about their programme in Lagos and messages the people want him to pass across to them.
Mr Fashola said part of the questions people would have loved to ask is whether they would be opening a tennis school in Lagos, if they are going to help young people and bring back tennis into prominence as well as speaking up on women rights issues.
According to the Governor, however, the biggest thing that they have done and which many people will benefit from is the inspiration and hope in what they are doing, stating that Lagos used to be the greatest tennis centre in the sub region which had about three to four ITF Tournaments years ago.
He recalled that Nigeria once had a player named Nduka Odizor who was in the last 16 of Wimbledon, saying the Tennis club where the sisters would be playing on is 117 years old which is a lot of history about what has happened in the world of Tennis in the State.
The Governor added that the present administration has taken the initiative over the last decade to begin to build it back, saying there is also a Governor’s Cup Annual Tennis Tournament which is an ITF tournament commenced by his predecessor that the present administration has kept faith with.
He also said the tournament which the final was played last week Saturday enjoys a lot of sponsorship with representatives of about 55 countries coming to participate.
The Governor who formally welcomed the two sisters to Lagos on behalf of the government and good people of Lagos said they are one of the most prominent faces in the world of sports.
Speaking earlier, Venus expressed happiness at being in Lagos, saying her mother and sisters are in Nigeria and looking forward to their match and being inspired by women in Nigeria.
Also speaking, Serena thanked the organizers for facilitating the visit, adding that though they have been in Africa before, this is there first time in Nigeria. She added that this represents a great opportunity for both of them.
She expressed hope that they would share their realized dreams with the people, saying they are inspired as the people are.

Boko Haram: Senator under investigation sues Defence Minister, AGF

The Senator representing Borno Central Senatorial Zone, Ahmed Zanna on Wednesday filed a N5 billion suit against the Minister of Defence, the Attorney General of the Federation and the Spokesman of the military Joint Task Force (JTF), Lt. Col. Sagir Musa for alleged libel and mental trauma when the JTF claimed that a Boko Haram Commander, Shuaibu Mohammed Bama was arrested at his residence in Maiduguri.

Mr Zanna, who is still being investigated by the State Security Service (SSS), deposed to a 19-point affidavit in support of the action in which he insisted that the arrested Boko Haram Commander was not arrested in his house.
In the Writ of Summons filed by his counsel, Gbenga Olagundoye, the Senator is “claiming N5billion jointly and severally against the defendants for libel.”
The writ reads: “On or about the 19th of October 201, the 4th Defendant (Lt.Col. Sagir Musa) acting at all material time in the normal course of his duties as spokesperson of the Joint Task Force at a press conference attended by numerous representatives of the print and electronic media (both local and foreign) maliciously issued a written press statement which was distributed and disseminated to journalists and members of the public following defamatory words concerning the Plaintiff which the defendants knew to be false.
“I am aware of the facts stated above because my attention was drawn to the publication of the press statement in all newspapers, television and radio stations as well as the internet. I read the report in the newspapers and on the internet, viewed the report on all the television stations in Nigeria and listened to the same report on all the radio broadcast on the issue in Nigeria
“Judging from the volume of phone calls and text messages that myself, my aides, my relatives, friends and well-wishers received on the issues, I sincerely believed that practically every Nigerian read the report of the press statement issued by the 4th Defendant
“That the words referred and were understood to refer to me by the following particulars:

I am more than a conqueror – Mrs Ajimobi

The wife of the Oyo State governor, Florence Ajimobi, on Wednesday dismissed media reports that she had been arrested by London Metropolitan Police for alleged money laundering.

Mrs Ajimobi, who arrived at the Murtala Muhammed International Airport, Ikeja, Lagos at 6:50am aboard a Virgin Atlantic Airways aircraft, said the PM News report that she was arrested in London last Saturday for money laundering was the handiwork of mischief makers, who she said were playing “dirty politics”.
She said the originators of the report were out to tarnish her image.
The Oyo state first lady explained that she had on Sunday accompanied her daughter, who was returning to school in London.
She said: “I have never had any encounter with the London Metropolitan Police and I will never do. It was just a rumour, like you said. I think the time has come for Nigerians to stop playing dirty politics.
“We should be very objective when giving information, particularly members of the press. We should always verify the information we are given. The ultimate measure of any man or woman is where you stand in times of conflict, challenges and controversy and not in times of comfort. I stand on the solid rock of Jesus Christ and all other grounds are sinking sand.
“This is a phase and it will pass over, because I am more than a conqueror. It is the price I have to pay as the wife of a politician, particularly in Oyo State, where there is a record of dirty politics. I do not have any blemish in my wardrobe and I am never going to have any.”
Mrs Ajimobi said contrary to another rumour that she was arrested two weeks ago, she travelled with her husband to Taipei, Asia, through Dubai, for an official assignment.
She said: “I went on an official visit to Taiwan with my husband and we did not go to London. From Lagos, we went to Dubai, then Hong Kong and Taipei. From Taipei, we returned to Hong Kong, Dubai and back to Lagos. The record is there in my international passport. I can give you my passport to photocopy.
“It was also alleged that I had travelled out of Nigeria 52 times since my husband assumed office. That sounds very ridiculous to me. It means I do not even live in Nigeria. Like I said, we can make photocopies of my passport for verification.”
On her mission to London on Sunday, Mrs. Ajimobi said: “I have a 14-year-old child that has been in England since 2007. She is still in secondary school and comes home. The school insists that parents pick up their children because they are minors and there are no exemptions for international pupils.
“I cannot shelve my responsibilities as a mother because my husband is a governor. I have to manage my home, take care of my children and be a responsible and committed mother. That I will do, no matter what anybody says. My children need me. My daughter in London needs me and I will be there for her. I am not using government funds because she has been there since 2007.”
The first lady said those spreading rumours about her arrest should fear God.
She said: “The fear of God is the beginning of wisdom. If they have the fear of God, they will stop being mischievous. They should think before they act because on judgment day, we will all account for our actions.
“I do not grudge them; I just know they have God to contend with. I have maintained a good reputation for over 32 years and anybody trying to tarnish that image will have God to contend with. I know they will pay for it.”

Lagos acquires 50 hectares of land in Abuja, and Ogun to cultivate food

The Governor of Lagos State, Mr Babatunde Fashola (SAN) has revealed that the state government has acquired about 50 hectares of land in Abuja and neighbouring Ogun State for cultivation of food to support its agriculture and job-creation scheme.
Fashola made this known on Wednesday while he was speaking about the state government’s agricultural scheme as he was presenting the states 2013 budget estimated at N497.277billion to the State House of assembly.
Admitting the challenge of limited land in the coastal city, the governor stated that “due to the limited amount of land the State has to cultivate, the administration is pursuing a radical alternative of acquiring land for farming outside Lagos.”
According to the Governor, “the administration has already secured 50 hectares in Abuja, and Ogun State which is four times bigger than Lagos in land size for cultivation.” He added that “other States such as Bauchi, Osun, Ekiti, Oyo and Katsina are favourably considering the State’s requests for farm lands.”
The administration is also cultivating 75 hectares of land for rice under its Rice for Jobs programme while the irrigation project to improve, yield and produce rice per hectare is progressing positively in Badagry.
Reeling out his administration’s further achievement in the agricultural sector, the governor stated that the 500 hectares of land was recently allocated for rice farming to feed the Imota Rice mill just as his administration has successfully completed the Imota Rice Mill in Ikorodu, the Erikorodo Feed Mill, the Erikorodo Chicken Processing Plant, also in Ikorodu and revitalized Ikorodu Fish Farm Estate.
The governor added that in Epe, the Agric Youth Empowerment Scheme is progressing with the training of a new batch of 200 graduates for whom the Executive Council recently approved the release of N500M that will be given to them shortly along with one hectare of land per farmer to enable them start formal production.
The Governor who also spoke about a very massive storm that hit Lagos on 17th August 2012 which adversely affected Kuramo beach, Goshen Beach Estate, Oniru Estate and Alpha Beach explained that the government has designed a coastal protection plan with its consultants from the Netherlands, that will stretch for about 7 kilometres to protect Kuramo, Victoria Island Extension, Oniru Estate, Goshen Beach Estate and Alpha Beach.
“It will cost about N40billion to implement it over at least two budgetary cycles. Without help, we are constrained to finance and implement the plan in phases to arrest the immediate threats and then deliver the protection” he said.
While noting that the Federal Government gave the State a B Risk categorization with a support of only N400million, Governor Fashola said the State viewing its risk problem differently has had to act expeditiously.
Breakdown of N497.277billion budget for 2013         
The 2013 budget comprised of capital expenditure of N268.364billion and recurrent figure of N139.173billion, exceeding the 2012 Budget by 1.08%.
The budget’s capital expenditure to recurrent ratio for the year 2013 is 54:46 as against 53:47 in 2012.
The sectorial allocation of the Budget in size and percentage are as follows: General Public Service- N114.076billion which amounts to 22.94%, Public Order & Safety- N18.799billion which is 3.78%, Economic Affairs-N156.273billion which is-31.43%,Environmental Protection-N44.131billion which is 8.87%, Housing & CommunityAmenities-N46.149billion which is -9.28%, Health- N42.498billion which is 8.55%, Recreation, Culture & Religion-N5.749billion which amounts to 1.16%, Education-64.343billion which is 12.94%, Social Protection-N3.259billion which amounts to 0.66%, Contingency-N2.000billion which is 0.44% all totalling N497.277billion.
The governor explained that in keeping faith with the promise that he made during the 2012 Budget presentation to gradually reduce the deficit and borrowing as the tenure approaches its terminal date, it has moved from a borrowing of N89 Billion in 2011 to N66 Billion in 2012 and now proposed a further reduction to N40Billion.
“The size of the deficit is reducing while our Consolidated Debt Service Account has grown to N60 Billion and will reach N95 Billion by the end of our tenure and that will be after we would have repaid the N50 Billion first tranche of the Bond Series”, he stated.
He also said the proposed deficit financing requirement for the 2013 Budget is N40.537billion which is 0.3% of the State’s GDP compared to 1.19% which was earmarked in 2012.
2012 budget implementation performance of 72%
The Governor also highlighted some of the challenges faced by the 2012 budget which included the depreciating value of the Naira against the Dollar which exchanged for N118 in 2007 and rose to N160 in 2012.
He drew attention to the high cost of funds represented by growing interest and borrowing rates, from about 10% in 2007 to 17% in 2011, which was an increase of 70%.
“At the end of the 3rd Quarter Budget presentation, we achieved an aggregate budget implementation performance of 72% for the period January to September 2012. The breakdown has been presented in our quarterly briefings as 65% in Q1, 84% in Q2 and 65% in Q3”.
He said although the State had recorded increases in its IGR, they did not increase by these percentage quantum, adding that in addition to these there were issues of increases to the pump prices of petrol which disrupted plans and the consequential need to re-price all contracts and projects that had been planned for implementation in order to ensure that the plans remained realistic and responsive to the dynamics that suddenly changed.
The Speaker of the State House of Assembly, Honourable Adeyemi Ikuforiji while speaking gave a commitment that the House of Assembly would give the necessary expeditious legislative consideration of the proposed Budget.

Police arrest six Boko Haram suspects in Minna

The Niger state Police command has arrested six suspected members of Boko Haram sect in Minna, the Niger state capital.
The suspects who were arrested in Maitumbi and Tunga area of the state capital also confessed to be responsible for   the killings of Policemen in some parts of the state in the last one year.
Confirming the arrest to Channels Television in Minna, the Niger State Commissioner of Police, Mrs Desire Nsirim stated that the command had been on the trail of the suspects for a long time as they have evaded arrest for a long time.
She also noted that the suspects had made some useful statement that will led to the crackdown of the sect activities in the state
The Police boss however revealed that the suspects had been transferred to the Force Headquarters in Abuja for further investigation.

WHO to assist Nigeria on post flooding health management

The World Health Organisation (WHO) is set to help Nigeria deal with the health challenges that have trailed the recent flooding in different states of the country.
Director of the Emergency Risk Management and humanitarian response section of WHO, Dr Brennan Richard said there is need to assess and jointly tackle the immediate, medium and long term health impacts of the flooding to avoid crises in the future.
Rising from a meeting with the director-general of the National Emergency Management Agency (NEMA), Alhaji Sani Sidi, Dr Richard said a thorough assessment is on-going and the results will be utilized in rendering the needed assistance to Nigerians that have been affected.
NEMA as well declared its preparedness to undertake the task urgently.
Meanwhile, NEMA’s DG has made clear the urgent need to equip emergency response organisations in the country more adequately, especially now that disaster challenges are on the rise in the country.
Alhaji Sidi made this known during the handover of a mobile intensive care unit ambulance to the Nigerian Red Cross society, where he noted that “Nigeria more than ever before needs effective management of disasters by all first response agencies.”
He said timely and critical emergency response can only happen with adequate equipment and strong collaboration, the sort which the Nigeria Red Cross society pledges to give with the appropriate support and equipment.

Sambo seeks reprieve for Cross-River over lost oil wells

Vice-President Namadi Sambo on Wednesday presided over a meeting on the resolution of the loss of the 76 oil wells by the Cross rivers state government in his conference room at the state house, Abuja.
The meeting which examined the judgement of the Supreme Court ruling on the matter requested the Revenue Mobilization and Fiscal Commission (RMFC) to make presentations as to the way forward.
The Supreme Court in July conferred the ownership of 76 oil wells along the Atlantic Ocean, to Akwa Ibom, ruling that Cross River State had lost its claim to being a littoral state.
While making the presentation, the chairman RMFC stated that the commission has been meeting to find ways to advise government on the need to provide succour to Cross-rivers state due to the financial discomfort it suffered by the judgement of the Supreme Court.
He further stated that Section 5 (7) RMFC Act stipulates that for the purposes of the act and for avoidance of doubt, where any state of the federation suffers any loss which is outside its control, the stabilization funds shall be used to give succour to such a sate.
Furthermore, the meeting examined the new security challenges posed at the Bakassi peninsula on the loss of innocent lives through the activities of some foreign bodies and noted that as the Green Tree Agreement is nearing expiration, measures need to be to be taken to address such security challenges.
The Vice-President directed that a detailed report with relevant evidence be provided to enable government act decisively.

IGP admits Police CID is incapacitated…seeks more training

The Inspector General of Police, Mr Mohammed Abubakar has affirmed that training and re-training of officers in the police force is critical to improving the nation’s Criminal Investigative Department.
Mr Abubakar who was speaking at a conference of sectional heads and state Criminal Investigative Departments (CIDs) in Abuja on Wednesday, said operations of investigative units the world over are not taken with laxity.
Making reference to the myriad of unresolved murder cases across the country, the Police boss hinged this development on an incapacitated CID which he seeks more training the officers to improve their investigative skills.
He announced that the police is putting concrete strategies in place to tackle criminal offenders, public officers or serving elected politicians who are linked with the terrorist group Boko Haram.
The IGP underlined external influences militating against the smooth operation of the force and called for intensive training and re-training of police officers for the efficiency of the service and national development.
Citing instances such as the $620,000 bribery scandal of former House of Representatives leader, Mr Farouk Lawan, and the purported Boko Haram links with some serving senators; Mr Abubakar vowed to prosecute the alleged culprits as soon as concrete evidence emerges.
The call for reinforcement for the nation’s CID may not be new, but what is certain is the renewed drive by the Nigerian police to adequately equip officers to guarantee a more secured environment for national growth.
